The General Services Administration (GSA) released a memorandum to waive certain requirements temporarily for offers under the GSA Schedules to better support the government’s COVID-19 response. The memo waives the following requirements for both new offerors and current Schedule holders:
- minimum corporate experience
- relevant project experience
- annual financial statement requirements, as prescribed by Multiple Award Schedule (MAS) solicitation provision SCP-FSS-001
Originally, under the MAS solicitation, offers were required to have a minimum of two years of corporate experience; to have one relevant project experience per Special Item Number (SIN); and to submit annual financial statements for the previous two years (audited, if available) for purposes of being considered for award. Offerors that are able to provide supplies, services, or solutions that support America’s response to COVID-19 may not be able to meet these requirements to be considered for award.
The Senior Procurement Executive has determined there is a need to waive these solicitation requirements temporarily to support America’s response to COVID-19.
The memo is effective immediately and directs GSA contracting officers to review any rejected offers from the past ninety days for offers that did not meet these requirements. The memo does not have an expiration date and will remain in effect until rescinded.
